Federal Law No. 41-FZ of March 26, 1998 (as amended on June 23, 2020) "On Precious Metals and Precious Stones"

 

Article 12.1. Testing, analysis and hallmarking of jewelry and other products made of precious metals

(introduced by Federal Law No. 111-FZ of May 2, 2015)

 

1. In the Russian Federation, jewelry and other articles made of precious metals of domestic production and jewelry and other articles made of precious metals imported into the Russian Federation for sale, except for cases established by international treaties of the Russian Federation and  paragraph 2  of this article are subject to testing and branding with the state hallmark. The specified jewelry and other products made of precious metals are subject to analysis in the cases and in the manner established by the Government of the Russian Federation.

2. Assaying and hallmarking of jewelry and other silver items of domestic production with the state hallmark is carried out on a voluntary basis .

Testing and branding with the state hallmark of jewelry and other products made of precious metals of historical or archaeological significance, ingots of refined precious metals of domestic and foreign production, nuggets of precious metals, gold leaf, silver leaf, small notches (inlays) with gold and silver on products, instruments, laboratory glassware and other products made of precious metals and intended for scientific, industrial and medical purposes are not carried out.

3. The procedure for testing and hallmarking jewelry and other items made of precious metals with the state hallmark is established by the Government of the Russian Federation.

4. Testing, analysis and hallmarking of jewelry and other articles made of precious metals with the state hallmark is carried out by the federal executive body exercising the functions of state control (supervision).

5. Jewelry and other products made of precious metals of domestic production must have names that are subject to registration in the prescribed manner.
